Carpentry SWMS template

Framing, formwork and fit-out carpentry with power tool use.

Carpentry spans the whole build, so its risk profile shifts with the stage: frame stage means working at height on incomplete structure, formwork means temporary support that holds until it doesn't, and fit-out means power tools in occupied space. A carpentry SWMS has to be written for the stage you are actually on.

This template covers framing, formwork and fit-out carpentry. It builds the document around the frame-stage hazards — falls from incomplete floors and roofs, and the temporary bracing that keeps a green frame standing — plus the tool that injures more carpenters than any other: the nail gun.

Hazards and example controls

The controls below are starting points ordered by the hierarchy of control — the builder helps you adapt them to the site and add your own.

Fall from incomplete frame or formwork deck

  • Install perimeter protection or scaffold before frame stage
  • Cover or barricade floor penetrations as they are created
  • No walking top plates — use platforms or trestles

Nail gun and power saw injuries

  • Sequential-fire triggers on framing nailers where practicable
  • Guards fitted and functional on every saw; no tie-backs
  • Keep the free hand out of the fire line when nailing

Collapse of unbraced frames or formwork

  • Temporary bracing installed as frames are stood, not after
  • Formwork and propping to the design — no improvised props
  • No loading of formwork before certification

Manual handling of frames, beams and sheets

  • Crane or wall jacks for heavy frames and beams
  • Two-person lift for sheet flooring and long stock

High risk construction work

  • Risk of falling more than 2 metres
  • Structural alterations requiring temporary support

Frame and formwork stages routinely trigger the fall category (work above 2 metres on incomplete structure) and the temporary-support category (structural alterations or formwork requiring temporary support). Fit-out carpentry in an occupied building often triggers neither — which is why the SWMS should match the stage, not the trade.

Common questions

Do I need a SWMS for fit-out work?
Usually only when a category applies — second-storey void work, structural alterations needing temporary propping, or disturbing asbestos in older buildings. Ground-level fit-out with power tools generally does not require one, though many head contractors ask anyway.
Is formwork really 'temporary support' under the regulation?
Formwork and falsework that support loads during construction are exactly what the category is about. The SWMS should reference the formwork design, who certifies it before pour, and the strip sequence — early stripping is how formwork kills.
What about silica when cutting fibre cement?
Fibre cement sheet contains crystalline silica. Score-and-snap or shears where possible; when power cutting, use on-tool extraction and a P2 respirator. Same rules as the concrete trades, and inspectors treat it that way.
